Oyama is a partner in the financial industries group at Deloitte Touche Tohmatsu in Tokyo and is mainly involved in risk management and regulatory advisory services for large Japanese and Asian financial institutions. Having worked for 23 years at the Bank of Japan, most recently as deputy director general in the financial system and bank examination department, he has led projects dealing with Japanese banks' non-performing loans problem, on-site examinations for major Japanese banks, and recently led Basel II implementation in Japan, including Pillar II (economic capital management), internal ratings-based (IRB) systems for credit risk and advanced measurement approaches (AMA) for operational risk. Up till June 2008, he had worked as a member of several meetings related to the Basel Committee on Bank Supervision.
